As a part of our work with the City of Detroit on the Jefferson-Chalmers National Treasure Campaign and Neighborhood Development and Implementation Plan, the National Trust was asked to conduct a review of neighborhood conservation districts throughout the country and identify common components and models . The findings of this work is included in a report, Neighborhood Conservation Districts: Planning and Administrative Practices. The report includes review of 25 cities to define neighborhood conservation districts and identify common components and models. The report includes additional examination of 6 cities (Raleigh, Indianapolis, Cleveland, New Orleans, Milwaukee and Baltimore) to serve as examples of best practices for creation and management of conservation overlay districts.
